AED Beneficiary Criteria and Qualifications

Building a Heart Safe Philippines Purpose

 

Project R.E.N.E. provides Automated External Defibrillators (AEDs) to qualified organizations committed to protecting lives through emergency preparedness, CPR education, and public access to lifesaving equipment.

 

The goal is not simply to donate an AED—but to establish a sustainable Heart Safe Community where every device is maintained, accessible, and supported by trained responders.

Priority Beneficiaries​

Priority shall be given to establishments with one or more of the following:

  • Schools, colleges, and universities

  • Sports facilities and gyms

  • Churches and places of worship

  • Government offices

  • Barangay halls and community centers

  • Shopping malls

  • Transportation terminals

  • Resorts and beaches

  • Hotels

  • Manufacturing companies

  • Large workplaces

  • Tourist destinations

  • Senior citizen facilities

  • Public venues with high daily foot traffic


Minimum Qualifications

1. Public Benefit

The establishment serves the public or accommodates a significant number of people daily.

Examples:

  • Schools with more than 500 students

  • Sports venues

  • Churches

  • Shopping centers

  • Government facilities

  • Community centers

 

2. High Risk Environment

Priority will be given to facilities where sudden cardiac arrest or drowning emergencies are more likely to occur.

Examples include:

  • Athletic facilities

  • Swimming pools

  • Beaches

  • Fitness centers

  • Schools

  • Senior citizen centers

  • Workplaces with physically demanding activities

 

3. Commitment to CPR Training

The organization must commit to training designated responders.

Minimum requirement:

  • At least 10 staff members (or an appropriate number based on facility size)

  • complete CPR and AED training within six months of receiving the AED.

The Project R.E.N.E. team or its training partners may provide or coordinate this training.

 

4. AED Accessibility

The AED must be:

  • Installed in a highly visible location

  • Available during operating hours

  • Easily accessible

  • Not locked inside private offices

  • Properly marked with AED signage

The aim is for responders to retrieve the AED and return to the victim within approximately 3 minutes, consistent with public-access defibrillation best practices.

 

5. AED Program Coordinator

Each recipient shall appoint one AED Coordinator responsible for:

  • Monthly inspections

  • Battery and pad monitoring

  • Incident reporting

  • Organizing refresher training

  • Coordinating maintenance

 

6. Maintenance Commitment

The recipient agrees to:

  • Perform monthly inspections

  • Replace expired batteries and electrode pads

  • Keep the AED operational at all times

  • Report any use of the AED within 48 hours

  • Arrange for replacement consumables after deployment

 

7. Community Participation

Recipients agree to actively promote lifesaving awareness by participating in at least one Project R.E.N.E. activity each year, such as:

  • CPR Awareness Day

  • Hands-Only CPR training

  • Community health fairs

  • Heart Safe Philippines campaigns

 

8. Leadership Commitment

A signed Letter of Commitment from the organization head must confirm that they will:

  • Protect and maintain the AED

  • Encourage CPR education

  • Support emergency preparedness

  • Sustain the Heart Safe initiative

Priority Ranking

 

Highest priority may be given to:

  1. Public schools

  2. Athletic facilities

  3. Aquatic centers and beaches

  4. Rural communities with long EMS response times

  5. Large public gathering venues

  6. Communities with no existing AED access

Recipient Agreement

 

Every beneficiary shall agree to:

  • Install the AED within 60 days.

  • Ensure designated responders receive CPR/AED training.

  • Maintain the AED according to manufacturer guidelines.

  • Allow Project R.E.N.E. to conduct periodic inspections or program evaluations.

  • Share lifesaving stories and outcomes to help inspire additional communities.

  • Display a "Project R.E.N.E. – Heart Safe Partner" recognition plaque or certificate.
